After petitioning the authorities in Beijing on resettlement issues, Liu Xinjuan was on her way home to Shanghai when she was picked up by Shanghai police and taken to a psychiatric hospital. While in Beijing, a psychiatric expert had diagnosed her as being “psychologically normal.” This is the fifth time in three years that the authorities have forcibly admitted her to mental institutions.
