On October 29, Ronggyal Adrak was tried and convicted by a Sichuan court for subversion. The judge said the final sentence would be announced in six to seven days. He was detained and then formally arrested during a festival in Lithang, Sichuan Province on August 1, when he expressed support for the Dalai Lama. Ronggyal Adrak was also considered responsible of instigating subsequent protests, in which 1,000 Lithang nomads called for his release.

Liu Guiqin (刘贵琴) was sentenced to a year and a half in prison on charges of illegal possession of state secrets. Liu was appointed as China's first civil mediator on petitioning matters by the Yunxi county government in Hubei Province in May 2007, but was placed under criminal detention in June. Dissident Huang Qi (黄琦) said the document in dispute was not state secrets. Rather, local officials were very disturbed by Liu’s active involvement in helping petitioners to safeguard their rights.

On October 23, human rights lawyer Zheng Enchong (郑恩宠) was not allowed to attend the trial for tycoon Zhou Zhengyi at the Shanghai No. 2 Intermediate People’s Court. Rights defender Wang Yongzhen (王永珍) said Zheng could not be accessed by his home telephone or his two mobile phones due to increased police interference. Several Shanghai evictees, detained before the 17th CPC Congress and recently released, were also not allowed to attend Zhou’s trial. Zheng was sentenced to three years’ imprisonment in 2003 after revealing collusion between Zhou and Shanghai authorities during his representation of Shanghai evictees.

The Communist Party of China ended its weeklong congress by approving a new decision-making Central Committee headed by President Hu Jintao. Vice President Zeng Qinghong and two other top party officials, Wu Guanzheng and Luo Gan were not among those selected, meaning that they cannot be in the Politburo and its more important Standing Committee. The Congress also saw the party's constitution amended to include Hu's economic model for the country that he has termed "scientific development."

On October 17 housing activist and Protestant house church member Hua Huiqi (华惠棋) was beaten again by five or six plainclothes policemen while under house arrest after leaving the hospital. Hua's wife said the beating was due to the 17th Party Congress and Hua's refusal to provide a list of petitioners and Christians he knew. Hua's sister was also beaten. The Beijing Public Security Bureau has not responded to AP's inquiries concerning the beatings. Hua Huiqi has been arrested and beaten several times because of his petition against his house demolition in 2001and his religious activities. Hu Jia (胡佳) told RFA on October 17 that Gao Zhisheng’s (高智晟) wife Geng He (耿和) and their daughter were suffering from extreme fear after Gao was taken away again on September 22. Geng and her daughter were being followed by police when they went out. Geng was also threatened not to talk to anyone about her situation. She is currently suffering from economic hardship because Gao’s money is controlled by the police. Huang Yan (黄燕), who had been helping Gao’s family to communicate with the media and because of that was taken back to her Hubei hometown, is currently under house arrest and attempted suicide after being harassed and beaten by police.
