An anonymous security consultant told AP that China is compiling lists of potentially troublesome foreign NGOs and their members. These include evangelical Christians, and activists concerned with Darfur and global warming. China reportedly tightened foreigners' access to Tibet after four Americans displayed a banner calling for Tibetan independence on Mount Everest. China's Ministry of Public Security and the Beijing Olympic Organizing Committee declined to comment.
