According to the World Uyghur Congress, residents in the southern part of XUAR say military control has been implemented there since March 10. Any gathering of three or more Uyghurs at night will be dispersed and participants detained. The Chinese authorities have also resumed confiscating passports of all local Uyghur residents in the region. The Chinese authorities allegedly did the same between 2005 and May 2007, but some local residents had their passports returned after they paid a deposit. A deposit will not work now.
