On July 17, the Beijing Municipal Bureau of Civil Affairs shut down the law research center Open Constitution Initiative, confiscating its computers and documents. The action was ostensibly because OCI, which was established to provide legal consultation and assistance to the public, had not registered with the government as a civil society organization. Rather, it had registered as a company, as authorities would not accept its registration as an NGO.
