Manfred Nowak, the United Nations Special Rapporteur on Torture, concluded after a two-week visit to China that torture is still widespread in the country. Nowak said that although Chinese officials had granted him free access to most facilities and he was able to speak to detainees, there was a palpable level of fear and many detainees were only willing to be interviewed under the condition of absolute confidentiality.

中国艾滋病毒感染病例大幅增加 ( Sharp Rise in Number of AIDS Patients in China)

China has recorded a 50 percent jump in the number of newly confirmed HIV/AIDS cases this year compared to last year, said Wang Longde of the Ministry of Health. Wang stated that by the end of September of this year, 135,000 people had tested positive for the virus, whereas for the same period last year just 89,000 people had newly contracted the illness. As of the end of 2003, China had a total of more than 840,000 HIV/AIDS infections nation-wide but experts believe the figure should be over one million.
