According to Zhao Yan's lawyer, on November 2 the Beijing Higher People's Court ruled that during Zhao's upcoming appeal trial, no oral arguments or defense may be heard. Instead, Zhao will have to plead his case based only on written submissions to the court. The trial could be held in the coming two weeks.

More than 3,000 villagers went on protest and attacked the town government building in Zhili, Zhejiang Province on October 29 and November 1. The protests were a response to the heavy fines imposed suddenly on villagers who broke fire prevention regulations. The more stringent enforcement of those regulations started after local authorities failed to contain two fires that killed dozens of factory workers in September and October. The 300 police officers that were sent to the protest scene did not make any arrests.

On October 31, the National People's Congress adopted a change to the law on China's court system, requiring all death sentences to be reviewed by the Supreme People's Court (SPC) before their enforcement. The amendment takes effect on January 1, 2007. The move is meant to fill the vacuum in the Criminal Procedure Law that explicitly requires all death sentences to be approved by the SPC, but in actual practice, provincial courts have given the final say on issuing death sentences.

An appeal court in Shandong overturned the guilty verdict for blind human rights lawyer Chen Guangcheng (陈光诚) and ordered the Yinan County Court to retry the case, Chen's lawyer was told on Tuesday. Chen was sentenced in August to four years and three months in prison for destroying property and disturbing traffic. His lawyer was nonetheless still worried, because the Yinan County Court was the court that convicted Chen in the first place.

Two sons of Rebiya Kadeer, a Uyghur human rights defender in exile, have been tried in China on tax fraud charges, their sister said on October 27. Kahar Abdureyim and Alim Abdureyim were not allowed to defend themselves in the closed trial, which four family members were allowed to attend. The verdict will be announced in about 10 days.

According to the Hong Kong-based Information Centre for Human Rights and Democracy, 10,000 college students clashed with the police in Jiangxi in four days of protests beginning October 21 over their academic status. The Centre said the protestors were ethnic minorities, including 2,000 Uighurs, and they were calling for a protest march to be held on October 29.
