According to the Hong Kong-based Information Center for Human Rights and Democracy, 2000 people mobbed a hospital in Sichuan on November 10. The incident reportedly took place following the death of a boy, whose family was sent away by the hospital to raise money for the child's treatment. It was not clear if the hospital had made any effort to treat the child. At least 10 people were injured in fighting with the police, and five were detained.

More than 3,000 villagers went on protest and attacked the town government building in Zhili, Zhejiang Province on October 29 and November 1. The protests were a response to the heavy fines imposed suddenly on villagers who broke fire prevention regulations. The more stringent enforcement of those regulations started after local authorities failed to contain two fires that killed dozens of factory workers in September and October. The 300 police officers that were sent to the protest scene did not make any arrests.
