On January 5, the Ministry of Public Security issued new directives which require local cadres to step down if their dereliction leads to "mass incidents". The Ministry did not define what would constitute dereliction when it announced the directives, which also demand that local police chiefs resign if they extract confessions from suspects by torture.

Shanghai petitioner Duan Huimin (段惠民) was seriously beaten by police, denied treatment and died on January 2, 2007. He and his sister were making a petitioning trip to Beijing on November 4, 2006, and when the authorities beat his sister, he defended her with nail scissors. He himself was then beaten and detained. He had been bleeding since November 4 but the authorities denied him any treatment. He was sent home on December 31, three days after he first fell unconscious and the doctor diagnosed his condition as critical. His family admitted him to the hospital on January 1 but he died the next day.

Environmental activist Sun Xiaodi (孫小弟) has been denied medical treatment in Beijing for a potentially life-threatening tumor and is subject to constant harassment, according to a human rights organization. Sun was jailed in April 2005 for exposing a radiation poisoning scandal in Gansu, where he was a former employee of a state-owned uranium mine. He was diagnosed with an abdominal tumor recently and local authorities have rejected his application to go to Beijing for treatment.
