Philip Alston, the United Nations’ special rapporteur on extrajudicial, summary or arbitrary executions, sent a letter to Chinese authorities last week, demanding a report on the Shanwei incident. Officials said three were killed when a police chief ordered police to open fire at a crowd of people protesting a land dispute in Dongzhou Village, Shanwei, in Guangdong Province two weeks ago.
