Khenpo Tsanor (堪布查诺), the former chief abbot of a monastery based in Golog Tibetan Prefecture, Qinghai Province, was forced to step down in mid-May 2007. His forced resignation came after he refused to sign government documents condemning the Dalai Lama. An anonymous local official said local authorities were in the process of stepping up their patriotic re-education campaign, aiming to make the monastery a "model" monastery comprising only of monks loyal to China.

On May 28, Guo Feixiong told his lawyer that he had been tortured while being detained in Shenyang on February 12. He was beaten by a high-voltage electrical rod on his hands, face and reproductive organ. He was also slapped in the face many times. He committed suicide on February 13 but did not succeed. Police have arrested 28 people in Guangdong Province for instigating thousands of people to riot over China's one-child policy, although officials may have contributed to the tensions, the state media Xinhua news agency said on May 23. The rioters were dissatisfied by the fact that local "family planning work teams" levied fines between 6,000 and 60,000 yuan on families that violated the one-child policy. Personal belongings such as livestock and electronic equipment were confiscated from families who could not pay.

Beijing-based activist Hu Jia and his wife Zeng Jinyan have been barred from traveling to Europe and were put under house arrest on May 18 on "suspicion of endangering national security." Hu believes the ban was aimed at stopping them from contacting "influential people" overseas to alert them to the human rights situation in China in the run-up to the Beijing Olympic Games. Zeng believes that the ban may be related to her being named by Time magazine as one of this year's 100 most influential people in the world.

Beijing-based rights defender Qi Zhiyong (齐志勇) was detained on May 15 after organizing a birthday party for himself, to which at least 30 rights defenders had been invited. His whereabouts remain unknown, and rights defender Liu Fenggang (刘凤刚) was beaten by police for his involvement in the birthday celebration. Qi’s left leg became paralyzed after he was shot during the June 4th incident.

On May 13, Guangxi-based rights defender Mo Jufeng (莫巨烽) was forcibly sterilized for having two children and thus violating the one-child policy. Mo argues that both his children are over 10 years old and he has no intention of having a third child. Also, the authorities have not taken any action against him in the past 10 years. Mo therefore suspects the forced surgery is actually retaliation against his rights defense work. He is monitored by the police and his Internet access is blocked.

iii) Heads of local procuratorate offices must receive petitioners at least 12 times a year and for at least half a day each time they meet.

On May 10, six Sichuan villagers lost a lawsuit against local police, whom they alleged had illegally detained them after a land grab protest. They villagers complained that the court was controlled by government officials. For example, the court did not summon any of the defendants' witnesses to testify in court, and the villagers were frequently interrupted when trying to make their case. Also, the videotape of the protest provided by the police did not show any police beatings, even though villagers said there was.

On May 9, 2007, about 280 petitioners gathered on a busy street in Shanghai to protest against police abuses of petitioners. Eighty petitioners have been reportedly taken away by police; it is not known if they have been released or not. On May 4, petitioner Chen Zonglei was badly beaten up by police after petitioning to the Shanghai authorities over a forced eviction. The abuse against Chen escalated discontent amongst the petitioners, who later staged the protest on May 9.
