Police have arrested 28 people in Guangdong Province for instigating thousands of people to riot over China's one-child policy, although officials may have contributed to the tensions, the state media Xinhua news agency said on May 23. The rioters were dissatisfied by the fact that local "family planning work teams" levied fines between 6,000 and 60,000 yuan on families that violated the one-child policy. Personal belongings such as livestock and electronic equipment were confiscated from families who could not pay.
