Ming Pao, September 15, 2006
http://www.mingpaonews.com/20060915/cca1.htm
Hundreds of people clashed with riot police in Shadui Township (沙堆镇) in Guangdong Province on September 12 and 13, leaving some villagers hospitalized. Four were placed under criminal detention. The crowd was protesting the non-issuance of voting certificates to 300 villagers for local elections. The authorities allegedly did not want them to vote for undesirable representatives, who may pursue the villagers’ demands over a land acquisition dispute dating back to 2003. Anonymous villagers said they will escalate their action if the detained are not released and if there is no investigation over the land and election disputes before September 18.

Released on September 10 by the Xinhua News Agency and taking immediate effect, the “Measures for Administering the Release of News and Information in China by Foreign News Agencies" stipulate that Xinhua shall exercise “unified administration over the release of news and information in China by foreign news agencies.” The new measures require all foreign news agencies to meet specific requirements and seek approval in writing from Xinhua before distributing news domestically, and list 10 areas off-limits to foreign news reports. Observers view these new measures as a worrying trend of media censorship ahead of the Olympic Games.

The Web site of the Chinese news monthly Baixing (百姓) was shut down on September 6. Its editor Huang Liangtian (黄良天) believed the closure was because of the magazine's reports on the beating to death of a villager involved in a dispute with developers in Jiangyin, Jiangsu Province. Huang said he had been warned by Jiangsu and Guangdong authorities that the Web site would be shut down if the articles were not removed.
