Recently, authorities in Shanghai, Jiangsu and Chengdu have adopted various strategies to suppress petitioners. Shanghai's Office for Letters and Calls decided in an April meeting to train laid-off workers to monitor petitioners, and on April 29, its officials forced three petitioners to sign a letter confessing to the crime of disturbing social order after beating them up. Jiangsu authorities detained petitioners and made them attend "education classes," while in Chengdu, a notice was issued on April 29 that banned certain types of petitioning, including kneeling, shouting slogans and self-immolation.

Political activist Yang Jianli (杨建利), a US permanent resident, was released from a Beijing prison on April 27, 2007 after serving a five-year sentence for spying and illegally entering China. He was detained in April 2002 while entering the mainland on a friend's passport after Beijing refused to renew his own due to his involvement in the 1989 Tiananmen Square protests. According to his lawyer, Yang is still being deprived of his political rights and has no freedom of speech, so he cannot speak with the press. Yang says that he will visit his father's grave before going back to the US.

China Boom 'Threatens Minorities'
BBC, April 25, 2007
http://news.bbc.co.uk/2/hi/asia-pacific/6592157.stm
According to a report jointed published by Human Rights in China and Minority Rights Group International, China's rapid economic development has failed to benefit its ethnic minorities, and their indigenous cultures and languages are also threatened. The report argues that China's policies stoke feelings of resentment amongst communities who see their own culture and way of life under growing threat.

Shaanxi bishop Wu Qinjing, 38, was taken from his church by Zhouzhi county authorities on March 17, according to a priest from Zhouzhi diocese. Bishop Wu has been under house arrest ever since. He was taken away under the pretext of a "study retreat," but he is able to administer church affairs where he is staying now. Wu's appointment was approved by the Vatican, but his leadership is regarded as illegal by the government-sanctioned Chinese Catholic Patriotic Association.

Uygur-Canadian Gets Life Sentence for 'Terror Activities'
South China Morning Post, April 20, 2007
http://china.scmp.com/chitoday/ZZZYWVXLO0F.html
On April 19, Huseyin Celil (塞利尔) was sentenced to life in prison on separatism and terrorism charges by the Urumqi Intermediate People's Court. He was also deprived of his political rights for life. The court held that he had been active in a terrorist organization called the East Turkestan Liberation Organization. Originally from Xinjiang, Celil was recognized as a refugee; he obtained Canadian citizenship in 2005, but Beijing still considers him to be a Chinese citizen. He was detained in Uzbekistan in March 2006 while visiting relatives and was sent to China three months later.

On April 17, Ablikim Abdureyim (阿布德里伊姆) was sentenced to nine years' imprisonment by a Urumqi court after confessing to charges of "instigating and engaging in secessionist activities.” His mother Rebiya Kadeer denounced the trial process and the conviction, arguing that the family was not allowed to appoint a lawyer for Abdureyim, he was not allowed to defend himself and the hearing was held in secret.
