The UN Committee on the Elimination of Racial Discrimination began its review of China's progress in implementing its obligations under the International Convention on the Elimination of All Forms of Racial Discrimination on August 7; the Committee will conclude its review on August 10. Before the Committee on August 7, Director General of the Department of Treaty and Law of the Ministry of Foreign Affairs Duan Jielong accused the 2008 unrest in Tibet and 2009 unrest in Xinjiang Uyghur Autonomous Region on "separatists abroad." Members of the Committee posed questions including those on economic investment in ethnic minority regions and the teaching of minority languages; China is to respond to these questions today.

Sichuan rights defender Huang Qi (黄琦) was tried in an closed hearing on August 5, 2009, on charges of “illegal possession of state secrets.” No verdict was issued. Huang, whose lawyers entered a plea of not guilty on his behalf, was criminally detained in on June 10, 2008, and formally arrested on July 18, 2008. At the time of his detention, Huang was in the Sichuan earthquake zone researching and publishing news about the plight of parents who had lost children in the disaster.

On July 29, Xu Zhiyong (许志永), director of Gongmeng Law Research Center of the Open Constitution Initiative (OCI), an organization set up to provide legal consultation and assistance to the public. Officials have not provided a reason for his detention. Gongmeng was shut down by the Beijing Municipal Bureau of Civil Affairs on July 17, due to not having registered with the government as an organization.

Anti-nuclear activist Sun Xiaodi (孙小弟) and his daughter Sun Dunbai (孙敦白), a.k.a. Sun Haiyan (孙海燕), were sentenced on July 16 to Reeducation-Through-Labor by authorities in Gansu. Sun Xiaodi was sentenced to two years, and Sun Dunbai to one-and-a-half years. Authorities assert that Sun Xiaodi stole information on a state-owned uranium mine and gave it to his daughter to supply to overseas organizations.
