Released on September 10 by the Xinhua News Agency and taking immediate effect, the “Measures for Administering the Release of News and Information in China by Foreign News Agencies" stipulate that Xinhua shall exercise “unified administration over the release of news and information in China by foreign news agencies.” The new measures require all foreign news agencies to meet specific requirements and seek approval in writing from Xinhua before distributing news domestically, and list 10 areas off-limits to foreign news reports. Observers view these new measures as a worrying trend of media censorship ahead of the Olympic Games.
