Beijing authorities have stepped up action against petitioners ahead of the NPC (National People’s Congress) and CPPCC (Chinese People’s Political Consultative Conference) meetings. More than 500 hundred petitioners were taken away on the night of February 28. Petitioner Zhou Li (周利) said the local authorities had offered her a free trip to Hainan Province if she would not petition in Beijing during the meetings.

Ten Guangxi farmers who had participated in a protest in January 2007 have been put under criminal detention for committing the crime of 'interfering with official duties' before the Chinese New Year. Three have since been released, while the other seven farmers have reportedly received formal arrest notifications from the Guangxi People's Procuratorate on January 19, 2007. In January, about a hundred farmers staged a protest against a local paper-making factory for causing severe environmental pollution in the locality.

Guo Feixiong's case has been sent to a procuratorate office in Guangzhou for re-examination. Sources say Guo was detained over the publication of a book on politics in Shenyang. Given that an alleged accomplice of Guo’s has already been tried, Guo's lawyer argues that the separate treatment for the two is unjustified procedurally. Guo was sent to Shenyang in mid-January and his wife speculates that he is still detained there now.

Seventy-eight-year-old petitioner Shuang Shuying (双淑英) was sentenced to two years' imprisonment on February 26 for "intentionally damaging property." Her oldest son, who attended the trial, was not convinced by the evidence presented by the prosecution regarding the damage she caused to a passing vehicle and a computer monitor used by petitioners. Shuang said she would appeal. Her second son was arrested at the same time as she was and is awaiting trial.

About 500 villagers have been organizing protests against the construction, which could take place less than 90 meters from some of their homes, at the municipal government building since last October. As a result, a dozen village representatives were indicted on "disrupting social order" or "organizing illegal demonstration" charges.

Shanghai petitioner Xu Zhengqing (许正清) was reportedly beaten up in prison and subjected to generally abusive conditions. Xu was sentenced in October 2005 to three years in prison on charges of "disrupting public order." Until now, the authorities have yet to respond to his appeal to review his case. It is also reported that petitioners in Shanghai have been closely watched by police, preventing them from petitioning during the annual NPC and CPPCC conferences in early March.

Imprisoned Straits Times journalist Ching Cheong (程翔) was finally allowed to receive a visit from his wife, his brother and sister on February 16, 2007, two days before the Chinese New Year. His wife was initially told by authorities at the Guangdong prison where he is being held that she would not be allowed to see him. This was the first time that Ching has been allowed a family visit since his arrest in April 2005. The visit lasted for 30 minutes. Ching's wife is still appealing to the Chinese authorities to provide medical treatment to Ching, who is suffering from stomach pains and insomnia.

In 1996, an 18-year-old Inner Mongolian man was executed on murder and rape charges merely 62 days after the death of a girl in Hohhot. In late 2005, a man said he was the real perpetrator of the murder and rape. The Supreme People's Court is now conducting an investigation into the case. The murder in dispute happened during a "strike hard" campaign and the family of the executed had accused the police of torture during the interrogation process.

Ismail Semed, an ethnic Uyghur, was executed by a shot to his heart in Urumqi on February 8 for "attempting to split the motherland". This charge was based on the allegation that he was a founding member of the East Turkestan Islamic Movement, which Beijing has outlawed as a terrorist group. Semed told the trial court that his confession was coerced. Two other Uyghurs who testified against him have since been executed.

Despite an appeal by Yan Zhengxue’s lawyer to rescind the indictment for prosecution and postpone Yan’s trial, the court has decided that Yan will stand trial in Zhejiang Province on subversion charges on February 14. His lawyer, Li Jianqiang, received the notice of indictment on February 7. Li had applied to postpone the trial for one month so that he or the judge could gather evidence from witnesses based in the United States.
