On Monday, February 9, a Chinese delegation faced scrutiny of its human rights record before the U.N. Human Rights Council in Geneva, Switzerland. In response to questions raised regarding the Chinese government’s human rights policies, rule of law, and treatment of ethnic minorities and vulnerable groups, delegation chief Li Baoding said, “China is fully committed to the promotion and protection of human rights.” The Chinese delegation also denied the existence of “black jails” and media censorship.

On September 2007, rights defense lawyer Gao Zhisheng (高智晟) was kidnapped and brutally tortured by Chinese authorities. His firsthand account of these events has surfaced, detailing violent beatings, electric shocks to his genitals, and having his eyes burnt by lit cigarettes. Previously, Gao had been sentenced to prison in 2006 for writing open letters critical of the Chinese government’s suppression of Falun Gong. On February 4, 2009, Gao was taken from his home by security police and has not been heard from since.

Leading human rights lawyer Gao Zhisheng (高智晟), who disappeared on January 19, has been released from custody in an unknown location. Gao, a self-trained lawyer known for his work in defending dissidents, underground Christians, and other lawyers, received a suspended sentence of five years for “inciting subversion” in 2006. In 2007, he was detained for several weeks after issuing an open letter to the U.S. Congress denouncing the human rights situation in China.

Sichuan-based rights defender Huang Qi (黄琦) is scheduled to be tried on “illegally possessing state secrets” on Tuesday, February 3, 2009. Huang was detained on June 10, 2008, after he published news on his website following the Sichuan earthquake about the plight of parents who lost children, and was formally arrested on July 18, 2008. He is the founder of the website Tianwang Human Rights Center (64tianwang.com) and was previously imprisoned for five years (2000-2005) on charges of subversion.

Shanghai family planning petitioner Mao Hengfeng (毛恒凤) was detained on January 12 while protesting outside the annual Shanghai Municipal People’s Congress meeting. Mao was protesting against forced evictions, along with several others who were also detained. While the other protesters were released, she will be held in detention for seven days for “disturbing public order.” Mao Hengfeng was recently released from prison on November 26, 2008, after serving a two-and-a-half year sentence for “intentional damage of property” for breaking two table lamps and other objects while in detention.
