On June 2, the Beijing Organizing Committee of the 2008 Olympic Games issued a set of guidelines for foreigners going to China. This handbook includes an extensive list of rules of conduct for visitors and even emphasizes that ticket holders are not guaranteed visas to enter the country. Authorities will ban anyone who is believed to potentially engage in subversive activities, as foreigners "must not harm China's national security or damage social order."

A man in Jiangsu, identified only as Tang, was arrested for "spreading rumors online and disturbing public order" on May 7. The arrest is a response to his online disclosure that he planned to grab the Olympic torch when it arrived in Nanjing on May 24. A policeman reportedly said Tang would be held for ten days.

Calm has been seemingly restored in Tibet as the Chinese military and police forces have quelled the protests. The Dalai Lama has called for an international investigation into the crackdown on the protests, saying that a "cultural genocide" is occurring, regardless of intention. According to reports, the Chinese media are depicting the protests as the direct result of the Dalai Lama's influence, naming him the cause of the violent demonstrations.
