On April 15, families of detained petitioners appealed to authorities to release their relatives. According to their lawyer, Jiang Tianyong, a hospital in Shahe, Hebei spread HIV amongst the petitioners and their families through the use of tainted blood transfusions; the petitioners were detained for attempting to complain about the hospital to Premier Wen Jiabao on April 5. The police have reportedly called the case a matter of "national security" and refuse to state what has happened to the detainees and with what they could be charged. Currently seven or eight of the petitioners remain in detention.

On September 15, former New York Times researcher Zhao Yan (赵岩) was released after being sentenced to three years’ imprisonment for fraud – a charge he denied. Zhao was detained in September 2004 on accusations of leaking state secrets after the Times reported that former Chinese President Jiang Zemin would give up his sole remaining leadership post as military chief, which Jiang did shortly afterwards. A Beijing court dropped the charge of leaking state secrets due to insufficient evidence but convicted Zhao for fraud.
