Chinese authorities have intensified efforts to clear petitioners out of Beijing ahead of the 17th CPC National Congress. Petitioners who moved out from the Beijing petitioning village before September 19 were given a cash reward. On the other hand, police reportedly issued an order on September 14, stating that hostels in the petitioning village which accommodate petitioners will be fined 20,000 yuan. Furthermore, local newspapers across China have published stories on petitioners being punished, reportedly after the CPC central authorities issued a document requesting all petitioners be taken from Beijing to their home towns ahead of the CPC meeting.

On September 15, former New York Times researcher Zhao Yan (赵岩) was released after being sentenced to three years’ imprisonment for fraud – a charge he denied. Zhao was detained in September 2004 on accusations of leaking state secrets after the Times reported that former Chinese President Jiang Zemin would give up his sole remaining leadership post as military chief, which Jiang did shortly afterwards. A Beijing court dropped the charge of leaking state secrets due to insufficient evidence but convicted Zhao for fraud.

A slum housing thousands of petitioners in Fengtai, Beijing will be demolished to make way for a new road, according to official notices. The announcements were posted throughout the petition village to warn residents to leave by September 19th. The local government has stated that residents will be compensated. However, the demolition is likely to affect 4,000 people, including petitioners who fear that they will become homeless since they cannot afford to live elsewhere. Since petitioner numbers tend to increase ahead of important political events, it is speculated that the demolition is scheduled to take place before the upcoming October Party Congress.

However, Yang’s family suspects that the true cause of his arrest is his collecting 10,000 signatures for his open letter “We want human rights, not the Olympics.” The NGO said that Yang’s case illustrates the Chinese authorities’ sensitivity on linking the Olympics with human rights.

Local officials from Guangdong warned the Liang couple to stop writing letters to the mayor of Jiangmen, Guangdong, to stop raising funds on the streets for their daughter’s treatment and to take her home before the second surgery took place. Liang has lodged a civil lawsuit against the local authorities but the court has yet to deliver a verdict.
