Beijing rights defense lawyer Li Heping (李和平) was beaten with electric rods by a group of unidentified masked men on September 29. That afternoon, a state security officer asked Li to go to his car. Five minutes later, the masked men came and abducted Li to an unknown place where the beating took place. The assailants told Li to leave Beijing with his family. After the beating, Li was dumped in the woods outside the city. Local police promised to investigate when Li reported the incident.

This happens after he wrote an open letter to the US Congress explaining the inhumane treatment that he and his family have received and condemning China's human rights record. Huang Yan (黄燕), who from time to time has transmitted messages about Gao's family to the public, was also reportedly taken away by state security officers.

Shanghai petitioner Mao Hengfeng (毛恒凤) is abused in prison. She was placed under solitary confinement for 70 days, in violation of the Prison Law and relevant international standards. Moreover, Mao has refused to wear a prison uniform as a protest of her innocence, and is thus forced to stay in her cell without clothes on. Mao has petitioned on the one-child policy since 1989. In January 2007, she was sentenced to two and a half years in prison for breaking two table lamps in protest of her detention by the Shanghai authorities in a guesthouse.

Chinese authorities have intensified efforts to clear petitioners out of Beijing ahead of the 17th CPC National Congress. Petitioners who moved out from the Beijing petitioning village before September 19 were given a cash reward. On the other hand, police reportedly issued an order on September 14, stating that hostels in the petitioning village which accommodate petitioners will be fined 20,000 yuan. Furthermore, local newspapers across China have published stories on petitioners being punished, reportedly after the CPC central authorities issued a document requesting all petitioners be taken from Beijing to their home towns ahead of the CPC meeting.

On September 15, former New York Times researcher Zhao Yan (赵岩) was released after being sentenced to three years’ imprisonment for fraud – a charge he denied. Zhao was detained in September 2004 on accusations of leaking state secrets after the Times reported that former Chinese President Jiang Zemin would give up his sole remaining leadership post as military chief, which Jiang did shortly afterwards. A Beijing court dropped the charge of leaking state secrets due to insufficient evidence but convicted Zhao for fraud.
