Police in Shanxi allegedly tortured Henan migrant worker Hao Jin'an (郝金安) into confessing murdering a mine worker in 1998. Later that year, a Shanxi court sentenced him to death with a two-year reprieve. In April 2006, another Henan man surnamed Niu confessed to the crime and exculpated Hao. A local prosecutor said Hao cannot be released because verdict on Niu has yet to be delivered. Hao remains in jail.

Hu Jia (胡佳) reportedly said that Shanghai petitioner Gong Haoming (龚浩明) was released pending investigation and trial on December 8. Hu believed it is rare that Shanghai police would release “serious criminals” like Gong. Gong was detained on November 8, 2007 under suspicion of “leaking state secrets.” He participated in the open letter campaign called “We want human rights, not the Olympics” in May.
